Board of Directors

The Board of Directors is responsible for developing and outlining the mission, vision, and values of the school and developing the appropriate policies to ensure those fundamentals are maintained. The North Carolina Charter Educational Foundation Board of Directors has contracted with a professional education management organization, Charter Schools USA, to provide all necessary management and professional expertise. Charter Schools USA assists in developing, planning, and marketing the School, as well as finance, human resources, curricula and school operations. Charter Schools USA is responsible for developing and implementing the ongoing operational procedures in accordance with the mission, vision, and values outlined by the Governing Board.

The Governing Board is responsible for the legal and financial obligations of each school. The Governing Board establishes policy consistent with the school’s mission and ensures the school’s programs and operations are faithful to the terms of the Charter including compliance with statutory and regulatory requirements. The Governing Board will continue to uphold the mission and vision of the school through visible leadership and stewardship of the school, including the following:

  • Communicating the mission and vision of the school to the community
  • Recruiting and mentoring Governing Council members to ensure they have shared values
  • Holding Charter Schools USA accountable to achieving the mission and vision of the school
  • Participating in fund raising and other community events on behalf of the school
  • Leading by example in their personal and professional endeavors

Wayne Turner – President

Wayne Turner, Jr was born and raised in Mooresville, NC.  Wayne graduated from the University of North Carolina at Charlotte where he earned a Bachelor of Science in Accounting and a Bachelor of Science in Business Administration in Finance.  Wayne is the managing member of Turner & Turner CPAs, PLLC where he specializes in operational and tax consulting for closely held businesses across a wide range of industries, as well as high net worth individuals.  Wayne is also actively involved in real estate development projects in multi-family, commercial and co-working spaces.  In addition to volunteering his time for the Foundation, Wayne serves as the Chartered Organization ​​​​​​​Representative for Cub Scout Pack 177 located at Langtree Charter Academy.  Wayne and his wife Amy live in Mooresville with their two children, Aubrey and Alden.

Beth Allen – Treasurer

Beth Allen joined GreerWalker LLP in 2003 upon graduation from the University of North Carolina at Charlotte where she earned a Bachelor of Science in Accounting and a Master of Accountancy. Beth is the Director of Outsourced Accounting Solutions (“OAS”). Prior to joining OAS, Beth was a senior manager in our business assurance practice and the team leader of the firm’s Not-For-Profit Practice. Allen has experience with clients in a variety of industries including professional service, not-for profit, international business, and manufacturing and distribution. She also led control testing (SOC) engagements for GreerWalker. In addition, Beth teaches accounting courses for CAI and other human resource organizations and presents for NC Center for Nonprofits and NC Association of Independent Schools.

Martin Conway – Director

Martin Conway is originally from Scotland and has lived in the USA since 1995. He has worked with GlaxoSmithKline since 2005, and currently serves as a Sales Director in NC. Martin attended Marquette University on a NCAA D1 soccer scholarship, and graduated with an undergraduate degree (BA in Communications, 2000), and a master’s degree (MBA, 2003).

During Martin’ professional experience, he has had responsibility for strategy, marketing, leadership development, operational execution, social media & community engagement, and building a sustainable business in highly competitive, regulated and evolving markets.

Martin and his wife Juliane, live in Mooresville and have 2 children attending Langtree Charter Academy, Clare (LCA 2024) & Ryan (LCA 2027), and their 4-year-old twins are excited to join the new Kindergarten class in 2020.

Mark Frazier – Director

Mark Frazier, was born in Plainfield, NJ. After graduating from Centenary College in 1997 he worked for a major corporation in the car rental industry for 17 years holding leadership positions such as Branch Manager, Business Rental Sales Manager and Area Manager. Today he owns and operates multiple businesses as an entrepreneur.

Frazier, has a strong passion for entrepreneurship and furthermore empowering and encouraging youth to become entrepreneurs. “The belief is if young people at an early age begin to develop ideas and work towards those ideas it builds their self-confidence, self-worth and self-awareness, ultimately they enter into their adult life with a stronger sense of self.”

Over the last 10 years Mark, has worked with young people in multiple capacities; Football and basketball coach, mentor and volunteer in the Charlotte-Mecklenburg School system.

Jessica Rainstein – Director

Jessica Rainstein is originally from Williamsville, New York. She graduated with a BS from SUNY Geneseo in elementary education and has a master’s degree in elementary education with a reading emphasis from the University at Buffalo. Jessica is an educator and volunteers in her local community. She also sings in the choir and was involved in the children’s and youth ministry at her church. Jessica, her husband and three children whom all attend Langtree Charter Academy, reside in Huntersville, North Carolina.
